A FEW NOTES ON E-PARTICIPATION IN SPAIN - TWO REAL EXPERIENCES FROM 2010: ZARAGOZA AND BARCELONA

Abstract

This paper summarizes the main local e-participation processes conducted in Spain in recent years and makes a detailed explanatory analysis of two recent local experiments carried out during 2010. The first, held in Cadrete (Zaragoza), in which politicians, citizens and associations jointly design sports and cultural policies of the municipality through an e-participation process composed by two option prioritization rounds and an intermediate discussion stage through a forum (e-cognocracy). The second experience, was held in Barcelona, in which citizens selected one of the three options proposed by politicians for reforming the Avenida Diagonal (e-democracy). Finally, we present some ideas about e-participation that could be considered as a starting point in future studies in this field.
